The SBI notified former Kyiv City State Administration officials of suspicion of illegal transfer of ownership of state property, including "Zhovtnevyi Palace"

The SBI employees reported suspicion to two more former heads of the Main Property Department of the Kyiv City State Administration, who illegally transferred ownership of state property to trade unions. The total amount at the time of committing the crimes was over UAH 300 million, and currently the value of these objects is ten times higher and reaches billions of hryvnias.

Together with the Security Service of Ukraine, it was documented that since 1992 and up to the present time, officials of the Federation of Trade Unions of Ukraine and private joint-stock companies controlled by the Federation, by prior conspiracy, illegally registered the ownership of state property, and then alienated resort, sports, tourist and other state-owned complexes.

Officials of the Kyiv City State Administration, contrary to the requirements of the law, issued orders on registration of ownership of property complexes and real estate objects.

In particular, the officials illegally registered the ownership of property complexes / real estate, including: the premises of the International Center of Culture and Arts of the Federation of Trade Unions of Ukraine, the tourist hotel "Druzhba", the training and sports base "Svyatoshin".

The officials were served notices of suspicion of abuse of office in the interests of other legal entities, use of official position contrary to the interests of the service, which caused grave consequences (Part 2 of Art. 364 of the Criminal Code of Ukraine).

The sanction of the article provides for up to 6 years of imprisonment.

The SBI has already transferred these objects to the Asset Recovery and Management Agency.

The pre-trial investigation is ongoing.

Procedural guidance is provided by the Prosecutor General's Office.

It should be reminded that in January - October 2022, the SBI transferred 443 real estate objects to the management of the Asset Recovery and Management Agency.

Earlier, the SBI served notices of suspicion to two more former heads of the Main Property Department of the Kyiv City State Administration, who were also involved in identical fraud shemes.
