The SBI has exposed a large-scale scheme of alienation of state property by trade unions. 80 objects were transferred to ARMA (VIDEO)

27.07.2022

The SBI employees uncovered a large-scale scheme of state property embezzlement by the trade union organizations. Without the mandatory approval of the State Property Fund, the officials illegally sold 80 property complexes in different regions of Ukraine.

Together with officers of the Security Service of Ukraine (SSU), it was documented that from 1992 up to the present time the managers of the Federation of Trade Unions of Ukraine and private share-holding companies were executing expropriation of state health-resort, sports, and other complexes by preliminary agreement.

Based on the SBI materials, the courts have already seized 80 properties. The property was transferred to the National Agency of Ukraine for finding, tracing, and management of assets derived from corruption and other crimes (ARMA). All revenues from the exploitation of the property will be transferred to the state budget.

Among the objects transferred due to the work of the SBI to ARMA:

  • "Tourist" and "Druzhba" hotels in Kyiv;
  • Sanatoriums "Zhovten" in Koncha-Zaspa, "Kuyalnik" in Odesa, "Morshynsky" in Lviv region, and "Polyana" in Zakarpattia;
  • Sports complexes, including the building where Kyiv Sports Club is located.

There is an ongoing pre-trial investigation under part. 5 art. 191 of the CC of Ukraine (misappropriation, embezzlement, or taking possession of property by malversation), part 2 of art. 364 of the CC of Ukraine (abuse of authority or office), part 2 of art. 367 (neglect of official duty).

Sanctions of these articles provide for punishment in the form of imprisonment for up to 12 years.

Procedural guidance is provided by the Office of the Prosecutor General
