Schemes in enlistment centers: in Lviv region, the SBI exposed the head of the military enlistment office and the acting head of the Military Commission for bribery, and in Donetsk region, a bribe-taking military commissar will stand trial
The State Bureau of Investigation is working diligently to eliminate criminal schemes in Enlistment and Social Support Centers. This work is ongoing all through the country.
The SBI notified the head of one of the district territorial centers for enlistment and social support in Lviv region and the acting head of the military medical commission of this military commissariat of suspicion.
They organized a systematic scheme of receiving bribes for issuing documents on non-suitability for military service.
Among other things, the confirmation fact of USD 3,000 from a citizen obligated for military service in exchange for issuing documents allowing the latter to travel freely outside Ukraine was documented.
The head of the enlistment center, in particular, requested that the acting head of the Military Medical Commission provides the military medical commission conclusion on temporary unsuitability for military service during wartime. She made up an imaginary illness for the conscript and issued a certificate of temporary inability to serve in the military.
It was discovered that the official used the assistance of his driver, who acted as an intermediary and received money from the citizen.
The head of the enlistment center and the acting head of the Medical Comission are suspected of accepting the offer, promise or receiving illegal advantage by an officer under Part 3 of Article 368 of the Criminal Code of Ukraine.
The driver's actions are qualified as aiding and abetting in committing the above criminal offense.
Other facts of possible criminal actions committed by this group are being checked.
These individuals may face imprisonment for up to 10 years.
The issue of choosing a measure of restraint in the form of detention and dismissal from office is currently being decided.
The pre-trial investigation is ongoing.
Procedural guidance is provided by the Prosecutor General's Office.
In another case, in July 2022, the SBI employees in the Donetsk region uncovered another scheme and documented the fact that the head of one of the district territorial centres for recruitment and social support received a bribe of USD 1.3 thousand to avoid the mobilisation of a person liable for military service.
For this money, the official issued a temporary certificate of fitness for military service to a resident of Druzhkivka for health reasons.
After receiving the money, the suspect was arrested.
During the search, grenades, rocket-propelled grenades, ammunition and weapons for which he did not have a legal permit were also confiscated.
The perpetrator is charged with obtaining illegal benefits (Part 3 of Article 368 of the Criminal Code of Ukraine), drawing up and issuing a knowingly false official document (Part 1 of Article 366 of the Criminal Code of Ukraine), and illegal acquisition and storage of weapons and ammunition (Part 1 of Article 263 of the Criminal Code of Ukraine).
The defendant faces up to 10 years' imprisonment.
The case is being supervised by the Donetsk Regional Prosecutor's Office.
The SBI emphasizes that no criminal will be freed. Nothing would be erased by war.
