The SBI has completed a special investigation on suspicion of Sivkovich of forcibly  dispersing students from the Maidan in 2013

The SBI employees have completed a special pre-trial investigation of Volodymyr  Sivkovich, former deputy secretary of the National Security and Defense Council of  Ukraine, on suspicion of illegally interfering with the protests during the Revolution of  Dignity. 

After the defense is familiarized with the materials of the pre-trial investigation, the indictment will be taken to court.

The Deputy Secretary of the National Security and Defense Council of Ukraine was the inspirer and organizer of the violent dispersal of the students from the  Independence Square in Kyiv on the night of 30 November 2013. 

The investigation revealed that to do this, the former official colluded with the former head of Kyiv City State Administration, as well as influenced the head of the Main Department of the Ministry of Internal Affairs of Ukraine in his own office.\

He convinced the law enforcer to issue an order to police officers to forcefully disperse the citizens from Independence Square who at that time fulfilled their constitutional right for peaceful rallies.

As a result of this malicious order, police officers and servicemen of the Ministry of  Internal Affairs inflicted bodily injuries of various degrees of severity to 85 civilians. Nearly 300 participants of the gathering were ousted beyond the area of the monument of Independence and the founders of Kyiv monument in the direction of streets Institutska, Architektora Gorodetskyi, and Khreshchatyk. In the meantime, law enforcers overstepped their service duties, used violence, and special equipment, such as truncheons «PR-73» and «Tomfa cassettes», etc. 

The former deputy secretary of the Ukrainian National Security and Defense Council  is suspected of organizing illegal interference by a service person with the organization of rallies and organizing overstepping of power by law enforcement officers with the use of physical violence (Part 3 of Article 27, Article 340 and Part 3  of Article 27, Part 2 of Article 365 of the Criminal Code of Ukraine). 

On June 10, 2020, Volodymyr Sivkovych was put on the international wanted list. The procedural guidance is provided by the Office of the Prosecutor General.
